Since the creation of the National Academy of Sciences of the Russian Academy of Sciences, its academic director has been an academician of the National Academy of Sciences of Ukraine, rector of the National Technical University in the period 1989-2010, doctor of science, professor B.I. Mokin. In addition, NDL PVSH from 1990 to 2010 had in its structure scientific supervisors of the direction "New forms of student education" - professor of VNTU Buryennikova Yu.A., of the direction "Computer technologies and humanization of the educational process" - professor of VNTU Vasyur A.S., and deputy scientific supervisor of NDL - professor of VNTU Tkachenko S. J. A., starting in 2023, the head of the SAIT Department V.B. Mokin, who since 2019 is the deputy head of the subcommittee on system analysis of the Scientific and Methodological Commission for Information Technologies, Automation and Telecommunications of the Scientific and Methodological Council of the Ministry of Education and Science of Ukraine, has been appointed co-head of the National Research and Development Institute of the Academy of Sciences of the Russian Academy of Sciences of Ukraine and is engaged in researching areas of problems of higher education, which are primarily related to IT education.
Scientific director of the NDL Mokin B.I. is one of the 15 founding academicians National Academy of Pedagogical Sciences of Ukraine, therefore, from the very beginning, the NDL PVSH was created as a joint one for NAPNU and VNTU. From 1990 to 2020, the NDL PVSH performed the NDR with the funding and according to the plan of the National Academy of Sciences, which was managed by B. I. Mokin.
In 1990, with the permission of the Ministry of Higher Education of the Ukrainian SSR, taking into account the Canadian experience, scientists of the National Academy of Sciences of the Ukrainian SSR developed a concept for the development of VNTU and, based on it, new typical experimental curricula and programs of a three-level system of training specialists with a higher technical education bachelor-engineer-master. The master's graduation held at VNTU in 1996 was the first master's graduation in Ukraine, among those who studied for all 5 years according to special curricula aimed at master's training, in which the research results obtained by scientists of the NDL were implemented PVS together with scientists from Denmark and Sweden during implementation in 1995 and 1996 of the TEMPUS-TACIS international project in the field of master's training, which was won by the scientists of NDL PVSH and successfully performed together with Lund University (Sweden) and the Technical University of Denmark. In order to continue the scientific study of the peculiarities of the master's training of specialists according to the three-level system of training and the development and implementation of promising methods and algorithms of the master's training at VNTU, in the period from 04.01.97 to 12.31.99, the National Academy of Sciences of the Russian Academy of Sciences was conducted NDR "Study of peculiarities and development of the structure and content of master's training in technical sciences in the context of the methodology of generating new knowledge", the results of which have been fully implemented in VNTU, which significantly increased the quality of master's and related postgraduate training. To coordinate actions, the Department of Coordination of Master's Training was created in 1996, which in 1997 was merged with the department of postgraduate studies and renamed the Department of Master's, Postgraduate and Doctoral Studies (DMAD). The discovery of DMAD was also one of the results of the TEMPUS-TACIS international project in the field of master's training, successfully carried out by scientists of the National Academy of Sciences of the Russian Academy of Sciences together with the University of Lund (Sweden) and the Technical University of Denmark. In order to improve organizational forms and increase the effectiveness of continuous training of highly qualified scientific personnel from the master's degree to the degree of candidate of sciences, and further to the scientific degree of doctor of sciences, the Institute of Master's, Postgraduate and Doctoral Studies (InMAD) was established on the basis of DMAD in 2000, which since its establishment in 2000 and until 2014 it was headed by Mokin V.B. In April 2021, InMAD was renamed to Institute of Doctoral and Postgraduate Studies (IDA).
Since 2000, research in the field of development and implementation of distance form of training and distance technologies in higher education has been conducted at the National Research and Development Institute of Higher Education. It was created in 2004 Distance Education Center of VNTU (TsDO), which from 2004 to 2018 was headed by Ph.D., associate professor of the SAKMIG department (reorganized into SAIT in 2022) Botsula M.P. Research projects were carried out on this topic (the scientific leader of these research projects was V.B. Mokin), and many computer programs were developed. Innovative at that time teaching methods and technologies were introduced. For example, developed in 2003, the video-internet complex for remote performance of laboratory work ("VIKDLR") is a prototype of modern learning technologies using augmented and mixed reality.
Based on the results of research, about 10 have been prepared dissertations for obtaining the degree of Doctor of Philosophy (PhD) and Candidate of Technical, Pedagogical and Economic Sciences. One of the graduate students in pedagogical sciences was supervised by V.B. Mokin, others by B.I. Mokin.
Published articles in Scopus/WoS publications, more than 10 monographs, about 100 distance courses have been prepared.
Over the past 5 years, scientists of the National Academy of Sciences have defended a dissertation on the topic "Systemic analysis of the process of reforming higher technical education according to the ideology of duality" for obtaining the scientific degree of Doctor of Philosophy in specialty 124 "Systemic analysis" (supervisor - Prof. Mokin B.I.).
In particular, within the scope of research by scientists of the National Academy of Sciences of the Russian Academy of Sciences during 2019-2023 published: 9 specialist articles in scientific specialist publications of Ukraine, 2 articles in international scientific specialist journals, including from the Scopus register, 14 theses and materials of reports at scientific conferences, a textbook, 3 training manuals, 2 monographs and methodological guidelines. Received 2 certificates of copyright registration for developed computer programs (submitted 2 more). Under the leadership of Mokin B.I. his graduate student Voytsekhovska O.O. received a PhD diploma (2022), graduate student Chernova I.O. - Diploma of Ph.D. (2019), and the acquirer Kosaruk O.M. - Diploma of Ph.D. (2019). In 2019-2023, 2 master's qualification theses and 3 bachelor's diploma theses were prepared and successfully defended at the SAIT department on the subject of research on natural resources.
In 2023, scientists of the National Academy of Sciences of the Russian Academy of Sciences (B.I. Mokin, V.B. Mokin, O.O. Voytsekhovska, etc.) submitted a project as part of a consortium of 8 higher education institutions (Ukraine and EU countries) to the competition "Erasmus+” on the topic of training students of higher education according to the best European methods. The project made it to the 2nd round, but some points were not enough. A new request is being worked on.
